Results of the grant competition for communities

As part of the project ‘Closing the Loop: A Just Energy Transition Developed by Cities and Regions’, Ecoclub and Ecoaction have issued 10 grants for the implementation of renewable energy and energy efficiency projects.

The sub-grant program started in January 2023 and was a key milestone in supporting local authorities and NGOs in making a green transition. We received 506 applications (318 from municipalities and 188 from NGOs), which is a clear indication of the interest of local authorities and communities in energy innovation

Grant amount: 8084 EUR

Subgrantee contribution: 455 EUR

The team of the NGO Adult Learning and Education Centre “Pivden”, together with Mykolaiv City Council, developed an optimal model of a revolving fund for the community’s needs. The documentation created lays the foundation for launching the fund, which will help condominiums raise funds for building renovation and energy efficiency measures.

During the project:

  • developed the Regulation on the establishment of a revolving fund;
  • organized the forum “PRO-DIM. New Opportunities” forum with the participation of representatives of the Energy Efficiency Fund, where they presented the mechanism of the fund’s operation and relevant documentation;
  • developed:
  1. 1. a draft decision of the Mykolaiv City Council on approval of the procedure for providing funds for the implementation of the revolving fund.
  2. 2. Regulations on implementing the revolving fund mechanism for internal use by the public union.

The project team contributed to the development of the biogas industry in the Kyiv region by analyzing the industry’s potential, establishing cooperation between communities and businesses, and developing a Biogas Development Plan

During the project:

  • created a questionnaire to preliminarily collect information from farms and other businesses as potential suppliers of raw materials for the biogas plant;
  • held a biogas forum in Fastiv;
  • created a map of raw materials in the Bila Tserkva district for biogas plants with the calculation of logistics and economic potential;
  • developed a Biogas Development Plan for the Kyiv region;
  • developed a pre-project feasibility study of a biogas plant for the production of biomethane and electricity from biogas in the Kyiv region for a sugar producer;
  • held the event “Development of the Biogas Industry in Kyiv Region”

Subgrantee contribution: 499 EUR

The project team created the preconditions for using renewable energy sources in the multi-storey sector in the cities of Volodymyr and Lutsk.

During the project:

  • Conducted two trainings in Lutsk and Volodymyr for 35 heads and managers of condominiums;
  • Conducted 88 consultations for HOAs on energy efficiency (30 consultations were planned);
  • completed energy audits of 10 multi-storey residential buildings in Lutsk;
  • developed two comprehensive feasibility studies for condominiums on the use of renewable energy sources;
  • developed an action plan for the use of renewable energy for 37 condominiums (planned for ten);
  • developed a detailed design and design estimates for the installation of heat pumps for two condominiums;
  • held a roundtable discussion with 18 representatives of local governments and condominiums from Lutsk and Volodymyr to establish cooperation and share experiences;
  • Developed proposals for strengthening local support programmes for HOAs, which will increase their capacity to implement sustainable energy initiatives;
  • held the final event in Lutsk;
  • created 11 information materials and distributed them to local and national media and NGOs.

The project team worked to create a training program for solar power plant installers at Higher Vocational School No. 25. They also installed a solar power plant on the roof of the school.

During the project:

  • installed a 3.5 kW solar power plant, which provides electricity for three classrooms of the school;
  • created materials about solar energy for the media and the organisation’s websites,
  • developed presentations for a thematic course on solar energy;
  • integrated the topic of solar energy into the education system at Vocational School 25 in Khmelnytskyi;
  • created presentation materials and stands to be used in the study of solar energy;
  • organized training for craftsmen to improve their skills, a course on solar energy for those interested in this topic, and an ‘Open Lesson on Solar Energy’ for first-year students;
  • created the prerequisites for opening a new speciality ‘Solar Power Plant Installer’.

Subgrantee contribution: 30 597 EUR

The project team has developed a Renewable Energy Development Programme. The measures envisaged in the Programme will increase the community’s energy sustainability, save budget funds, and accelerate the community’s movement towards climate neutrality.

During the project::

  • Developed the Renewable Energy Development Programme for the Zvyagelska Urban Territorial Community for 2024-2030;
  • Installed a 24 kW solar power plant at the Dolphin Child Development Centre, which powers the swimming pool for preschoolers;
  • held information events on energy efficiency and the benefits of RES in the community’s educational institutions;
  • developed information booklets for community residents on the optimal choice of energy efficiency measures (including the introduction of RES).

Grant amount: 9696 EUR

Subgrantee contribution: 503 EUR

The project team developed a Sustainable Energy and Climate Action Plan for the community. They also:

  • held ‘Sustainable Energy Days’, which were attended by 4000 residents of the community. Organised a conference, competitions, thematic classes, excursions, and the Sumy Energy Fest;
  • organised classes for children on energy efficiency and renewable energy sources, and opened the Solar Energy eco-trail;
  • installed a 7 kW solar power plant to heat the greenhouse of the Yunnativsky Botanical Garden, where Red Book plants are grown.

Subgrantee contribution: 5411 EUR

The project team carried out a set of activities to stimulate and promote renewable energy sources among community residents and municipal institutions.

  • Installed a 20kW on-grid solar power plant (SPP) on the roof of the Radomyshl Hospital building. The SPP covers about 22% of the medical institution’s electricity needs;
  • held Sustainable Energy Days in the community, which united efforts to make the community more energy efficient, increase the culture of energy saving, and emphasise the importance of transition to clean energy;
  • developed and approved the Municipal Energy Plan until 2030 at the city council session;
  • informed the community: published a number of articles on the importance of developing renewable energy sources.

Subgrantee contribution: 1015 EUR

The project team improved the management of the community’s energy resources. As part of the project:

  • developed an Sustainable Energy and Climate Action Plan of the community;
  • implemented an energy management and energy monitoring system to better manage the energy consumption of budgetary institutions;
  • conducted training for employees of municipal institutions and officials of the Dubove village council;
  • purchased equipment for the energy manager to conduct energy monitoring;
  • conducted an information campaign among the community residents.

Subgrantee contribution: 2317 EUR

The project team analysed the state of the created public spaces with the help of experts. Also within the framework of the grant:

  • conducted an energy audit of public spaces;
  • developed an energy efficiency strategy for the Vcentri Hub network, which contains recommendations for the implementation of energy-efficient measures that can be integrated into the energy system of existing and future open public spaces;
  • conducted an awareness-raising campaign consisting of in-house training of personnel at the Communication Centre enterprise;
  • developed an electronic manual on the importance and benefits of responsible attitude to energy resources, distributed among structural units of the city authorities and municipal enterprises.

Subgrantee contribution: 532 EUR

The project team worked to reduce the consumption of fuel and energy resources and the costs of paying for them from the local budget.

  • introduced an energy management system in the Poromivska community;
  • spread the culture of energy saving among the community residents, in particular among school children;
  • equipped the workplace of the energy manager and purchased special equipment;
  • conducted training for the energy manager and heads of households of budgetary institutions;
  • Replaced three (gas) and one out-of-service electric stoves with new electric ones.
