Ecoclub, together with WWF-Ukraine, has prepared an analytical brief highlighting key issues in the implementation of Environmental Impact Assessment (EIA) and Strategic Environmental Assessment (SEA) procedures. The document includes specific recommendations for improving EIA and SEA processes to ensure that Ukraine’s recovery is environmentally safe, aligned with sustainable development goals, and meets European Union standards.
This is crucial because, during Ukraine’s recovery, decisions must be made with consideration for potential environmental impacts — swiftly and transparently. Failure to comply with EIA and SEA procedures can lead to:
▪︎ environmental risks,
▪︎ loss of public and international trust,
▪︎ setbacks in the EU integration process.
What we found:
▪︎ Procedures are often reduced to formalities.
▪︎ There is a lack of proper oversight of environmental conditions.
▪︎ Public access to registers and participation in decision-making is limited.
▪︎ Institutional capacity is weak, and coordination between decision-making levels is lacking.

We believe Ukraine’s recovery can be transparent, people-centered, and environmentally responsible.
