Specialists from INTENCO analyzed the operation of 86 solar power plants (SPPs) installed with the support of the NGO Ecoclub at critical infrastructure facilities and public buildings. The goal of the study was to independently evaluate the efficiency of the already implemented projects and to prepare recommendations for future SPPs.
The analysis included 55 healthcare facilities, 21 water and wastewater utilities, and 10 other institutions. The total installed capacity of the solar modules at these facilities is 4.38 MW, and the total capacity of the energy storage systems is 2,560 kWh.
SPPs Are Operating and Helping During Prolonged Outages
One of the main conclusions of the study is that the implemented projects have proven their efficiency. The installation of SPPs has increased the reliability of the power supply to critical infrastructure facilities and has also reduced the use of backup diesel generators.
A prime example is the operation of a hybrid SPP at one of the water intake facilities in Mykolaiv. During power outages lasting 21.5 and 11 hours, the facility’s operation was fully supported by the solar power plant and the battery system. Over this period, the battery charge dropped by only 25%.
The study covers data from 2020 to 2025. The specialists analyzed generation volumes, compared actual electricity production with forecasted figures, and examined generation and consumption schedules, as well as the operation of the plants during different seasons and weather conditions. Separately, they looked for opportunities to use the generated electricity more efficiently (for example, by adjusting the consumption schedule or the battery charging and discharging modes).
As of February 2026, the plants connected to the unified ASEM PV monitoring system have collectively generated 3.63 million kWh of electricity. According to the researchers’ calculations, this helped avoid approximately 1,130 tons of CO₂ emissions.
What Can Be Improved
In addition to evaluating the efficiency of the installed SPPs, it was equally important to understand how to make future projects more efficient.
The analysis showed that there are opportunities for some of the already installed plants to operate more efficiently. For example, at certain facilities during sunny hours, the SPPs generate more electricity than the facility is consuming at that moment. This electricity can be stored and used later, and battery operation can be better optimized according to the specific needs of the facility.
Ecoclub will take these conclusions into account when preparing and implementing future solar generation projects. It is important for us to revisit already implemented projects, review the actual data from their operation, and use this foundation to improve our approaches to future plants.
