About the project

Despite Russian aggression against Ukraine, the ANEW‑LIFE project aims to boost public and private sector involvement in financing energy measures at the Ukrainian municipal level. Its purpose is to identify, develop, and pilot innovative financial mechanisms to accelerate the reconstruction of Ukraine’s energy infrastructure, support the decarbonisation of local communities, and foster the creation of a new, sustainable, and clean energy system.

ANEW‑LIFE will actively contribute to defining the initial steps for the country’s reconstruction and establishing new social, economic, and technical stability, starting with the Ukrainian cities of Zhytomyr, Kalush, and Nizhyn.

To achieve the overall goal and address all its dimensions, the project focuses on four key objectives:

  1. Develop and validate a bottom‑up methodology for co‑creating clean energy plans and financing instruments to aid the clean energy reconstruction of Ukrainian cities.
  2. Design and test novel financial instruments for urban clean energy reconstruction based on energy modelling and input from financing stakeholders.
  3. Promote replication of project results in an additional 10 cities in Ukraine and 10 EU cities through the ANEW‑LIFE catalogue and dedicated stakeholder events (trainings, seminars, etc.), in cooperation with relevant EU initiatives.
  4. Assess the long‑term effectiveness, scalability, and sustainability of ANEW‑LIFE’s outcomes.
