In the German city of Bonn, from 6 to 17 November, will take place the United Nations negotiations (COP23) on climate change. The negotiations will be attended by both the official Ukrainian delegation and the representatives of leading Ukrainian environmental organizations that are experts in this field.
In 2017, the destruction caused by hurricanes, floods and droughts has reached record levels, so the negotiations will never be more acute than whether the state’s efforts to give a climatic issue today. The Ukrainian delegation also do not miss the sharp questions.
According to environmental experts, Ukraine needs to declare a more ambitious target for reducing CO2 emissions, and also to adopt at the national level a policy for a 100% transition of the energy sector to renewable energy sources by 2050.

On July 14, 2016, the Verkhovna Rada of Ukraine ratified the Paris Agreement – the commitment of the countries to counteract climate change, and to minimize greenhouse gas emissions in various sectors of the economy.
The nationally determined contribution (NOV) of the countries for CO2 emission reduction within the framework of the agreement must necessarily lead to the maintenance of the world temperature at the level of growth not more than 2 (1.5) degrees. The current contribution of Ukraine makes it possible to increase emissions by 40% compared to 1990.
With such commitments, Ukraine has weak negotiating positions to attract climate investment from the United Nations. This may lead to the Government losing access to market financing mechanisms.
The positions of the Ukrainian climatic experts and NGO`s are more ambitious and determined.
With the signing of the Paris Agreement, in the climate policy, the role of not only the Government but also decisions at the level of local self-government grows every year. For example, in the United States, regardless of the position of the president, some cities and states have declared their commitment to the goal of emission reductions and the development of renewable energy sources.
In Ukraine, 153 cities signed the Covenant of Mayors *, which stated their intention to reduce CO2 emissions. But to fulfill these promises, investments are needed, which not least depend on Ukraine’s engagement in international climate talks.
